  • A 13-digit value is usually in milliseconds, as used by JavaScript. Divide it by 1,000 to get seconds.
  • Timestamps are always UTC; the local time you see depends on your time zone.
  • Systems that store timestamps as signed 32-bit integers will overflow on 19 January 2038.

No. Unix time ignores leap seconds, so every day is exactly 86,400 seconds long.
